Do all Merchants have to be PCI compliant?

Yes, PCI compliance is a hard requirement from the card brands (Visa, MC, Amex, Disc). All payment processors must ensure that every merchant they board have secure systems and protocols as required by the PCI Council. This is typically done by completing a merchant assessment once a year with a PCI assessor. 


Note: Partners are not allowed to complete the PCI compliance on a merchant's behalf. Even if the payment flow is the same for all merchants using a Partner's software, the compliance is applicable at the merchant level.
